OpenSPS (OpenPLC) is a development IDE for plc programs. You can develop and test the PLC program with the IDE and later run it with the included runtime environment on a standard LinuX PC. OpenPLC is part of the OpenMSR ( OpenICA) tool chain and therefor able to kommunicate with all other tools like the object recognition and track objects and their positions over a cheap USB cam. The Web 2.0 API enables you to develop custom control panels for your PLC. OpenSPS can access I/O hardware over TCP/IP networks and is published under the terms of the GNU GPL V2 or any later version. A lot of things are controled by these tools, from hobby projects to industrial usage. the following picture shows the IDE with a running program:
